History

In 1966 the Ministry of Finance and Economical Affairs established a center under the title of Computing Machine Services for putting computers into practice . At first this center was called Central Office of Data and Statistics . After a while its name changed to Data and statistics Machine Organization, then Machine Services Organization , and finally its name converted to Machine Services Center . Then in 1973 Machine Services Center according to the ratified constitution has been changed to Electronic Computing Machine Services Company ( ECMSC ) .

According to a decree of the Ministers council , ECMSC could carry on its activities as a superb computer company under the supervision of the Ministry of Finance and Economical Affairs . But according to another decree , at the and of the year 2002, ECMSC was deleted from superb companies list and was categorized under the privatization Organization category , and its shares were supposed to be ceded with stock exchange .

Organizational structure

Currently ECMSC has a ratified organizational structure with 504 posts in its 28 computer centers . ( In Tehran and other Iran provinces). At present the company has 200 staff together with 535 contractual staff ( these people have contracts from other Private companies that provide forces ) .

The Company Future Directions

AS ECMSC is categorized under privatization category the following goals are fulfilled:

• Collection of new constitution
• Collection of Financial and dealing bylaws
• Collection of new organizational structure and preparing new employment by laws ( which is now on the process )

Present Equipment within The Company And Affiliated Centers

• 29 Mainframes ( IBM 9672 CMOS – Base with 11000GB storage space )
• About 2000 PCs in Tehran and other Provinces
• About 1600 printers ( connected to PCs ) and 33 printers (connected to mainframes ) .
• About 1000 terminals connected to computer centers via 95 local and remote terminal pools.

Company Duties

The most important duties according to the new constitution are as followed :

• presenting and selling financial , fiscal , official , research and advisory services to ministries , companies, governmental and nongovernmental institutes and other legal entities and individuals .
 
• Designing , building , consulting , researching , repairing and maintaining computer services (Hardware, software and brainware )

• Designing , performing and managing scientific , technical and economic designs a bout products , processes and supporting software and hardware of information technology

• Performing detailed and base engineering and simulation to develop and improve products, processes and expansion of information technology.

• Activities for documentation, transferring , localizing , attracting and dissemination of information technology and other scientific and research outcomes.

• Studying, programming, designing, supervising and performing engineering and manpower improvement and development within the company activities limit.

• Conclusion of international agreements and contracts for taking representation and performing technical , commercial , managerial cooperation within the company activities limit.

The most Important Activities of the company

• Supporting practical systems which are related to different department in the Ministry and are mostly about tax and treasury affairs.

Supporting two kinds of activities of maintaining practical systems and performing the following activities:

- Developing, processing and entering data and preparing statistical reports.

- Establishing, installing and supervising training for 39 terminal pools in tax general offices of provinces terminal pools.

- Providing technical support for Tehran terminal pools in 36 offices and 28 sites in other provinces.

- Designing and developing practical systems for different departments in the Ministry of Finance and other executive organizations ( These activities are done through making contracts)


Designing and developing practical systems. Either redesigning and redeveloping old systems or developing new ordered systems for different departments in the Ministry of Finance and Economical Affairs and other organizations out of the Ministry.

Designing and developing web sites for different departments in the Ministry of Economical Affairs and Finance and other executive organizations (These activities are done by making contracts).

Designing and implementing local area network and wide area network for the Ministry of Economical Affairs and Finance and other executive organizations (These activities are done by making contracts).

Defining, drawing up and interchanging agreements for executing projects for different departments in the ministry of Economical affairs and finance and executing them by the company forces or other private company.
